Engine misfires

I just inherited a 1991 40ELRQ motor and it is skipping on the middle cylinder. I just installed new plugs and coil packs and and it's still not working. I can move the plugs and coil packs around and it still skips on the middle cylinder. I've been told it might be the cdi but not sure. Any ideas or suggestions would be greatly appreciated.

Time and sync the carb? Btw, 40ELRQ is model year 1992.

Any sign of water? Do a compression test.
