The motor must have a working

The motor must have a working generator.Forward gear is the green wire and reverse is the blue.Try hooking up 12 volts directly to the green to see if the motor shifts. Once you determine the condition of the lower unit you may want to spend the money on a control box. The evinrude push button box will work as well.
