Clogged pee hole

I'm thinking the connection grommet of the water tube inside shaft at top of shaft is clogged with something not budging and looking for advice on how to unclog it. The outboard is a 2020 2.5 hp. I verified the water pump works fine and tried to wire the clog, shoot air thru system and water from hose with not much luck. It drips but no stream. I watch a video of a Suzuki 2.5. They popped the upper unit off easily by removing four bolts on bottom to access the top of shaft and were able to unclog the water tube grommet which was a small sea shell. Is the head unit/upper unit of the Mercury removable like the Susuki and if so, how? After removing the bolts under the motor, I could not get it pop off like on the video. After 2 long days later, no luck, I would really appreciate any help. Thanks..
