I worked at a radiator shop in PA for over 20 years and we used an Ultrasound tank for derusting cast iron after the part was hot-tanked.

We used it on oil cooler's, heads, radiators, blocks and more.

Chrome shops use electrolysis for stripping parts before they re-chrome them. Yes,i think it works well for cleaning rust but i think it would cost you quite a bit to have done.

Why not just take the manifolds to a radiator shop and have them hot-tanked for a couple days?

Here's some good tips on hot-tanks as well as making a hobby style electrolysis cleaner.
