choosing the right prop

I have a 25 ft searay and it has a 16/16 prop on it and at top speed it is 4800 rpms and only 22 mph what would the right size prop.
 
The right sized prop is the one that gets the engine into the recommended WOT RPM range when you have a 'normal load' in the boat...it should be laid out pretty clear in the engine owners manual
 
While I'm not too up on I/O's it seems like your prop is on the small side for the size and weight of your boat. What is the mfg. WOT RPM? If it is an aluminum prop it is flexing to yield even a lower pitch. I'm partial to stainless props, little to no flex and a more consistent pull. See if your local parts source has any used props to try out. I've found finding a perfect prop part science part luck.
