Choke operation 2006 9.9hp

I'm trying to understand choke operation on a 9.9 bigfoot. When the choke is pulled out and pushed in does the butterfly suppose to close and open?
This motor runs with choke on, but dies when pushed in.

Never mind, adj fuel air, now stays running when choke pushed in.
