carburetor aluminum domes (plugs)

I just finished rebuilding an Evinrude Lark 30hp 1956 carburetor. At the same time, I added an inline fuel filter between the tank and the fuel pump. When I used the rubber bulb to send fuel to the engine/ fuel pump/ carburetor to test for leaks, the high speed nozzle produced fuel fine. But there is an open passageway just to the top right on the front of the carb where fuel also flowed out. There was nothing in that spot when I removed the carb for re-building, but I am wondering whether there is supposed to be an aluminum dome/ plug there. There is a dome in the re-build kit that I believe would fit there.

Does an aluminum dome/plug go in that hole?
 
A carburetor needs atmospheric pressure on the fuel in the bowl in order to work.----So there needs to be a hole.-----If fuel is leaking out of the vent hole you need to investigate the float and float valve.----Picture of this hole helps diagnose this.
 
Hole is at top right of front of carb near the slow needle valve
