Bendix

My Bendix is spinning but won’t engage, it takes a couple of ignition turn’s sometimes more.

I had the exact same problem with a 1974 Johnson 70 HP. I bought a new starter (via this site, I believe). A couple weeks later I found a starter shop about 20 miles away and took the old unit there. It needed no rewind or repairs, just a good cleaning. Didn't even need bearings or a spring. They returned it working like new. (I live in a miserably humid climate, hence the internal gunk). Now I have a spare starter!!

That seems to be the answer take the flywheel cover off and lubricant the bendix
