Air Silencer Removal 90 hp J90VLSIF

Need to adjust idle speed fuel mixture on 2000 90 hp J90VLSIF. Air silencer has "bungee cords" securing unit to motor. Lower port cord is extremely hard to access. See red highlights in photo. Is there a special tool required to uninstall/reinstall the air silencer?

Needle nose pliars& bare hands

needle nose or pull lower cover out some. I use needle nose.

4 bolts & nuts hold on lower cowl,2 forward&2 aft.
