99 70tl needles keep sticking even after cleaning/after starting same thing

are they stuck open or closed are you using additives in fuel? flooding make sure floats do not have fuel inside ie.cracked float.make sure floats arnt upsidedown, vent for carb fuel bowl clogged wont allow flot to rise and close,propper float levle.stuck closed inlet needles may be worn inspect needles closly are there groves or smooth. is it possible vent on fuel tank closed fuel will expand may vaper lock try disconecting fuel line after using.
