'98 60hp Mariner 3cyl. 2 stroke

My '98 60hp. 2 stroke 3 cyl. Seams to be stuck in forward gear upon startup. Throttle lever shifts from forward to reverse. Linkage at power head moves. Is the problem in the lower unit shift tang?

With the motor stopped can you turn the prop both ways in neutral ?

It clicks turning forward, piston compression turning in reverse

Was the lower unit off for water pump / impeller work ?

Yes

Remove lower unit again.-----Put lower unit in neutral.------Gear shift in neutral and re-assemble.-----You likely removed it in neutral and lower unit jumped into forward during the work.
