97 20 hp Merc idle speed and timing screws

Cleaned the carb on my 97 20 hp 2-stroke Merc and it will not get even close to running with the idle speed screw set according to instructions in service manual (below). It will run with the screw turned 2-3 additional turns inward. Is this an issue? Also, I circled the idle timing screw. How should this be set? It doesn’t say anywhere in the manual.
