"is the spark advance link tied back to the throttle control? If so, does it move freely with throttle opening?

Have you checked to make sure the throttle plate linkage works, actually looking at the carb shaft to make sure it follows the control?

if that's ok - point gap verified as correct? if the dwell (point gap) isn't correct, it throws the ignition 'out of whack' - noticable at higher rpm.

last item comes to mind is fuel pump - you can squeeze the primer ball to simulate the fuel pump once you get it running. Don't be too agressive with the pressure as it may flood."
