95 Evinrude 225 Oceanpro overheating

Hey everyone, new to Evinrudes so i appreciate the help and tips already!

That being said, I have an engine that's over heating at low rpms(idle). I replaced the thermostats and impeller. Still overheating which is leading me to believe it would be a poppet valve. The engine is peeing a steady stream. Be it, this is all on muffs. I haven't set it in the water since I replaced the thermostats.

Is there a poppet valve on the engines or is it the cooling pressure relief valve? I've also read that water/white vinegar mix has helped break out any deposits.

The poppet valve is under the black cover on block where t-stat hoses attach. Sometimes the seal in block comes loose.
