I'm looking at a 1994 90h

I'm looking at a 1994 90hp mariner 2-stroke oil injection motor. It has been sitting for a long time. The battery that was in it was down so i hooked a hot battery to it and the motor barely turns over. I cleaned the wire terminals and it still will only barely turn over(Tried two different battery's). Any suggestions?

"To find out if the starter is faulty,use a jumper cable directly from a battery on the starter. If the problem remains, it is inside the starter.
Disassemble the starter and find out if there is a problem inside.
