92 Force 120 Engine rebuild

Hello, I am rebuilding my old 92 force 120 4 cylinder. There are these black tubes things in between the cylinder walls. They are plugged up with what looks like white calcium buildup. I can not find these descried anywhere in the manual. Does anyone know what these are for?

Diverters, they force the water to other parts of the block.
Leave them alone or replace with a piece of hose.
They are not available.
Glue in something that fits tight.
