90 HP Johnson bogs down at WOT

At my sis-in-law's house on a lake. She has an old boat with a 90HP Johnson outboard. Engine starts and runs fine at idle or maybe 25% throttle. Once under load it bogs down terribly. The key is also the choke, so when it starts to bog down, I push the key in to activate the choke and the engine picks back up. Once I let go of the key, after a few seconds is bogs down again. Sometimes it may go for 10 seconds without bogging back down, but it inevitably will need to be choked again. Suggestions?

I am leaning toward a carb issue but have not ruled out a fuel filter problem. Need help.

The problem sounds like a jet or two might be clogged. I recommend cleaning the carbs and servicing them. Then you should be all set.
