9.9 low rpm issue

I have a mercury 9.9 2007 4 stroke. It runs great at wide open throttle but cannot for the life of me get it to run at anything but. It will only start with choke fully out. I turned the idle screw all the way in and very slowly turned it out but not even halfway out it would start to bog down and die. Carb is less then a year old also took it appart and cleaned thoroughly. All new fuel lines new filter new exterior tank with new lines and primer bulb new fuel new plugs. Any ideas?

Low speed jet is plugged if it won't idle. And or mixture screw is not set properly.

Thank you! Low speed is the smaller jet right above the float bowl correct?

It's the one under the rubber plug inside the float bowl
