89 Johnson 40hp won’t idle

Hey fellow do it yourselfers, I have an 89 Johnson 40hp that doesn’t want to idle. I have new piston rings, fuel tank, fuel lines, new plugs, new wires, new coil pack, rebuilt the carbs and checked the reed valves, I have done the link and sync and it doesn’t want to idle. If I advance the throttle a bit i can get it to idle. So I don’t know what I’m doing wrong. I posted a video of it on YouTube. Any help would be greatly appreciated.

Thanks everyone for all your help. The replies have been great. I have found the reason for the no idle. The first issue was the carbs needed to be turned out almost 4 turns out. The second issue was I had a small cracked fuel manifold.
