88 HP SPL outboard will not High idle

I have an 88hp SPL outboard. When I move the idle lever to open for cold starts It appears the cable doesn't move the linkage to the proper position. I have to simply push the linkage the rest of the way. It will however idle down to the proper idle without issue. I am not sure what to adjust or replace to correct this issue. The throttle all works fine.

Sounds like a cable out of adjustment or else worn out.

If you have the thin control box most likely the bushing end is worn or cam area worn.
