'87 merc 9.8 pull start not working. need help please

I have a 1987 mercury 9.8 outboard. the pull start worked fine the other day. today not so good. pulled ok, recoiled ok. did not "engage". not mechanically incline, but can do the basics. can anyone give me tell me what to look for.

Remove the recoil from the motor. Spray WD or motorcycle chain oil (better) around the shaft at the bottom and keep working it (pulling the cord). You'll see the pawls jump out when all is well.
