78 Johnson 9.9 seahorse Rough idle and stalls

I put a video on YouTube. Anyone care to take a guess as to where we should start?

Hadn't run for about 5 years. New spark plugs, and positive spark in both cylinders

It can only be a 74 / 75 / 76 model ----Post model # or picture of cowling if it is original graohics.
