78 evinrude 115 hp wont idle, pops when starting

when i received the boat for repairs it would not idle and was hard to stay running, we cleaned the carbs in vat and still same issues.
we have replaced all reeds and oil lines. when engine is running about mid throttle it also has oil coming out side plates on engine.
what do i need to do?

Start with a compression and spark test spark needs to jump 7/16" gap. But do the compression test first. What side plates take a pic? Were the carbs cleaned and a good rebuild kit put in? Or were they just cleaned and old parts put back in.

Sounds like bypass cover gaskets are leaking .-----------Could also be the joint between crankcase cover and block.
