75 evinrude 40 HP hard turnover

OK, day 2 with project engine, sprayed pre-mix into the carb, hit the switch, and it turned over and fired for a second. Not hooked up to a tank yet, need right hose connection, but anyway, tried to turn it over again, and the starter motor started grinding against the flywheel after a half rotation. removed spark plugs, and flywheel turned, put spark plugs back and flywheel got stuck after a 1/2 rotation. I can turn in manually with wrench.
Engine hasn't run in years, again this is a project, but any advice is appreciated.

Not enough information to diagnose anything. Maybe it's electrical, or maybe the engine is very sick. I suspect electrical. Have battery load tested and make sure cable connections are shiny bright clean and tight. Getting "stuck" after 1/2 turn sounds like normal compression. But maybe not.
