-71 2 stroke Evinrude fuel overflow

As the title says, I have a 2 stroke -71 outboard Evinrude which has some sort of fuel overflow issue. The engine will run at full rpm only when the fuel line from the tank is strangled. Have to squeeze it between my fingers and let just a little fuel through to get the engine running good. Otherwise it will run for 5 minutes and then it starts slowly dropping rpm until it feels like it's only running on single cylinder. Squeeze the fuel line and it slowly starts gaining rpm and then the other cylinder kicks in and it runs perfect again.

I have no idea if it is somehow related to the issue, but there is this small hole in the carburetor, where it's spilling out fuel. Is that really how it's supposed to be?

Any advice?
 
Float and float valve need to be looked at.----And remove the flywheel to inspect coils, since you suspect it might be running on 1 cylinder.
