7.5hp merc doesn't stay running

I have a 1970 Merc 7.5hp that only starts when in gear, full throttle! I put in neutral, does not start! It shuts off after a few seconds in gear full throttle! Has strong spark, clean carburetor! P.S When in neutral handle only turns about half way!
 
Pull the carb and surface the flange on the carb on a glass table with 220 grit by pulling it in one direction only until it all shines the same. Install a new gasket and just pull it down nice and even until snug. Too many people overtighten carbs down it bends the ears on the flange.
 
Seen that many times. There's a throttle stop (when in neutral) that's located near the left side of the carb, at the bottom. Remove it and toss it out and all will be well.

I removed this(1st pic) from here(2nd pic) still bind a little but better(3rd pic)! Thank You!
