69 25 hp evinrude please help

I am stumped. When at wot motor takes a couple of minutes to reach high rpm then rpms lower then up again and back down. I have put new plugs and wires, new coils, points, condensors, carb checked and cleaned, armature plate checked and does not move up and down. I am really frustrated, what should I check next ? Could really use some advice.

Maybe you have a fuel pump going out, try constantly pumping the primer bulb and see if it helps.
