The in-line fuse between the solenoid and the starter keeps blowing instantly when trying to start the engine. I have not found any bare wires, is it possible that a bad solenoid could cause the issue?

Does the fuse blow when you turn the key to the "on" position, or when te motor is spinning? A solenoid is a very simple switch. There are 2 small terminals and 2 large terminals. One of the small ones has 12v at all times and one of the large terminals has 12v at all times (connected directly to battery). When you turn the key to "START", The other small terminal should have 12v, and the other large terminal then has 12v.

Is this a 1964 ?---1970 ?----1984?---1998 ?-----I do not believe the small solenoid terminal has 12 volts " all the time " on these motors.

Yes, you're right Racerone. One small terminal is grounded. Switch sends voltage to the other small terminal to create an electromagnet. My mistake.
