The in-line fuse between the solenoid and the starter keeps blowing instantly when trying to start the engine. I have not found any bare wires, is it possible that a bad solenoid could cause the issue?

It is a 1996.Is this a 1964 ?---1970 ?----1984?---1998 ?-----I do not believe the small solenoid terminal has 12 volts " all the time " on these motors.
