50 hp evinrude Twisted Sleeve Cylinder, worth rebuilding?

I have a 97 50hp Evinrude that was continually overheating and blowing the head gasket. The repair shop says the cylinder sleeves have turned and are blocking part of the exhaust causing extra compression then blowing out the head gasket. How common is this on this motor and is it worth rebuilding? My guess is that the engine was overhauled and incorrectly reassembled at one point in time.

Take it to a different shop... Have the sleeves pulled and reinstalled and pinned in place.

Not quite sure I understand, is this not a major overhaul. I am pretty mechanically inclined and usually pulling sleeves is not easy.

If you put the block in the oven the heat may expand the aluminum and sleeves will fall out.
