Quick question.
What is the best way to remove the expansion plug without
damage to the carb?

What I did when I rebuilt the carb on my 68 Johnson 3hp was take a nail and carefully tap it through the plug about an eighth of an inch. Used the nail to pry it out once it was through.

Someone else may have a better suggestion though.

Edit: It would be safer to carefully drill the small hole in the center rather than hammering one.

A blunt worn center-punch tapping downward in the center causes the plug to shrink in diameter.
