2012 Honda seems to surge at full throttle . any advice will help, thanks

What rpm's are you getting at full throttle?

I think around 7000, may be porpousing, have changed the angle on outboard to correct position

If you are getting 7000 you have to be overreving the engine or the tachometer is not set correctly.

Max rpm for the 40 fuel injected is 6000 rpm. It should start overreving somewhere around 6200 rpm.
