4 stroke 40hp hard to start

I have a 4 stroke 40hp efi motor. I thought the battery was weak so I replaced it. Charged the new battery and the motor started fine. Ran the motor with volt meter on batter and everything charged fine. The only thing is that when the battery gets below 12.5v the starter won't turn the motor over. It's like it hangs on top end before the downward stroke.

I ran ran a compression test just to see if something was causing to much compression but got 150 on all 3 cylinders.

While doing the compression test the starter did fail to turn the motor over once. Acted like not enough power in the starter to turn it.

Even when the motor does start and the battery is fresh charged I have to bump the key a few times to get the flywheel moving then it turn fine.

Could the the starter be weak or probably something else. I have tried 3 different batteries and the new on I have now is a 900 cranking amp battery
