4 banger volvo pinta with 270 out drive

I just got a hold of a bayliner I am having a hard time with it I took it out on the water and its a dog just bogging out on me when on land it idels very well and in reverse no problems the the max speed was about 2kmh
it sounds like the engine is trying to catch up with the out drive so I just wanted to know if anyone could give me a few tips,

also would like to know the firing order and gap size

1342 firing order check the main jet to see if its plugged its a common cause for not reving ..very center of the carb or carbs if its a solex

unscew the main jet and look at it closely with natural light ,clean with carb cleaner and use can use a small piece of wire from a wire brush to ream it out .
