4.3 SX cooling problem

I have a 1999 four winns with the Volvo 4.3gl and sx outdrive. I keep overheating and cannot get the pump to pump water. I've changed the impeller, pump housing and checked all of the hoses for blockage. Also if i take the main line off I can manually suck water from the outdrive. Please help any suggestions would be appreciated.

You can't get the raw water pump or the circulating pump to pump water?

No, nothing at all.

Does the engine start? They are both belt driven devices, at least they are in my boat. If the engine starts they should pump water. If not there has to be a restriction somewhere.

I'd start with the easy stuff first, drain the block and take off the manifolds and risers to check for rust build-up.

Is your boat on a trailer or in the water?
