35 HP Evinrude starting problem

I have a 1976 Evinrude 35HP Model #35652G with starting proplems. Just cranking or hand turning the engine the timing advances all the way. Is there a part of piece missing causing this?

Rotating the engine the armature plate link goes around and hits the pivot block for the throttle control rod. Also turning the flywheel moves the throttle control lever at the helm?
 
So in your case, the timing is actually regarding, making it impossible to start properly. This could be something came loose under the flywheel. Also, there should be more resistance on the throttle controls to hold in speed setting in place. Has something been done to the motor by a hack mechanic?
 
Your correct racerone. There is slop in the armature ring. The flywheel has been rubbing the coils and locating bosses. Could this be caused by a worn Delrin ring?
 
Parts list on here calls the part a support plate bearing. Looks like a plastic ring. Service manual calls it a Delrin ring.
