25hp 3cylinder starts in reverse

I have a 2000 25hp 3cylinder Johnson. Most of the time when it starts its in reverse. If I shift it in forward then it goes back to neutral fine. It's not a big deal I just want to make sure this isn't something that is about to go wrong?

Tiller. Ya changed impeller but it was doing this before that.

Is the lower shift rod fully screwed into the lower unit ?-----And you may have to adjust the upper shift rod.

Like the 2 nuts behind the Finns? The 2 that you have 2 separate to pull lower unit off. Yes there tight. I'm sorry if I don't know what you mean. I'm no mechanic by any means but I try to fix what I can because I can't afford marina prices.
