250HP EFI Starting Issue

Hello,
My 1998 (OG654045) 250 EFI started needing a little throttle to get started. Where would you suggest I start troubleshootong the issue.

Continues to run once started but being EFI I would not expect a need to add gas to get it fired up.
 
FYI

I found a bad bilge pump that was dragging my boats voltage down to 6 or 8 volts. Disconnected the pump for replacement and the motor starts like normal now.

My guess is the low voltage effected the fuel pump operation. Odd thing is that the starter turned over just fine.
