2017 Mercury 15 hp pee hole

Looking for some help. Just bought a 2017 Mercury 15 hp and got it mounted on the boat. I have the motor in a container of water and started it. Water does
not come out the pee hole right away. I was wondering if it has to warm up first and how long before it starts to discharge. did not want to run the engine very long so as not to cause any damage. Thanks
 
Ok Thanks Jeff. I'll run it in a garbage pail tomorrow as I took the lower unit off and was going to replace the impeller just to be sure
 
Ok I have changed the impeller and the thermostat. When I had the lower unit off I made sure it was pumping by putting a cordless drill on the shaft and spun it clockwise. I made sure the pick up tube was clear also. I ran some weed wackier string through the tell tale to make sure it was clear. I had it on muffs and then in a 100 gallon water trough with water well above the cavitation plate and still nothing out the tell tale. Any help
wpuld be appreciated!!!!
