2015 Mercury 150 4 stroke - novice boater

Have a 2015 Harris Flotebote powered by a 150 with 37 hours on it. Just into third third boating season having taken delivery late in season in 2015. Towards the end of LAST SEASON after the boat had ben sitting about a month engine began running rough over 2500 RPM. Thought it might have been water in fuel. Topped off the tank, put some conditioner in and after 20 minutes - back to normal.

Put it away for the winter after having added Sta-Bil to fuel (3/4 tank) and also added some dry gas for good measure and took the boat out for a run last week - same problem - running rough north of 3000 RPM. Personally changed the oil before putting it in the water and that's the only service performed on the boat to date owing to low hours. Boat DOES NOT have an exterior water separator.

Any ideas from anyone on what might be causing and how to cure ???
