2014 Tohatsu TLDI injection pump issue probability

The problem comes when I go up the current of the river. The engine is having trouble getting its gas and if I use the trim, the engine wants to shut down. How can I be certain that it is the injection pump and not the high pressure filter or both that need to be changed? at $800 a piece, I wouldn't want to change the pump for nothing. THANKS

Of course, full info is in the Factory service manual. It's a 12v pump and puts out substantial pressure.
