I bought a boat with a 2010 60 HP Honda motor. I took it out and at low to mid RPM's (under 4000 but not always at the same RPM's) it runs smooth. When I go to raise the throttle it feels like I'm losing a cylinder. If I bring the throttle back down, it will start to run smooth again. Out of nowhere it will run full power nice and smooth, but I can't count on how long it will stay smooth. I inspected and cleaned the injectors, and they are working fine. I also replaced the plugs. I thought it may have been a venting problem in the fuel tank, but the bulb isn't collapsed. I also had my brother try pumping it while that was happening which didn't make a difference. When I take it up to the point where it just starts to run rough and leave it, it will sometimes surge like it's starting to run normal. I also have a water separator installed.
