2007 Volvo 5.0 GXi fuel pump problem

"have a 2007 5.0GXi with only about 20 hours on it. Boat has been running fine until Thanksgiving and then the next day would start but there was a whining sound that was not there the day before. In addition, the boat would run in idle or very,very low rpm BUT would not throttle up. Changed the fuel filter with no success. Had a tech out to look at it. He said the high pressure portion of the fuel pump was bad. It was getting extremely hot to the touch. I have been reading quite a bit on the forum so I am assuming that the syphon valve is not the problem since the new filter was full of fuel. I know that replacement fuel pump is expensive so i wanted to see if this explanation seems reasonable. They were also recommending flushing the engine to clear any possible debris. Looking for any advice from the experienced boaters or people who have had similar problem"
