Motor is low hours and well ma

Motor is low hours and well maintained. Sat for @4 months. Has sat equal time before and no problems. Starter engages but won't crank motor. New fully charged batteries. Can turn flywheel and belt by hand. Good voltage at starter. Any ideas or suggestions?

you can turn flywheel by hand but be careful, just remove the spark plugs and try to turn the flywheel by hand, if the
problem is same then check the spark plug.
one more thing check the fuse.

First of all if the starter engages it can't be a fuse?Well if you can turn flywheel by hand motor isn't tight.Did you try checking voltage when you were cranking the motor over
