2004 mercury 15hp 4stroke hard start

hey guys this engine is on a boat I bought its a kicker motor. The engine runs great and never dies once started and ran. The problem is cold starts it just doesn't want to start very easy. It takes alot of cranking and choking and it will finally start. Ive never messed with a 4stroke would this just be a carb issue or something else
 
I got it starting alot easier now. But theres a small hesitation if you go from idle to lots of throttle in forward or reverse. im starting to think i just need to rebuild the carb. unless theres something else that could cause the hesitation
