2003 Honda BF 50 hp, tiller grommet... Someone got a part #

Hello to all,

I have a honda 50 with a tiller steer handle, its about a 2003 model.

I am having troubles lifting the tiller handle and know that dust has got into the joint and around the black nylon grommet type thing. It is a cylinder that goes on teh handle and into the holder from this unit

it is the cylinder shaped thing in the middle of this pic.

Any one got a parts list I could look at or able to find me the part number?

Barra season in the Northern Territory of Australia is just around the corner and I want things right....
