2002 Mercury 75hp WOT surge

Hey guys, I have an issue with my 2002 Mercury 75hp elpto. When wide open throttle it just seems to fall flat and surges a bit, If I back off to about 3/4 or 1/2 it seems fine. Runs good out of the hole, I can just mash it and it takes right off with NO hesitation, Its only WOT that I have any issues, It has a feel like its not getting enough fuel at WOT to me, I am just baffled at this point...

Here is what I have done so far to try and resolve this :

1: Removed and cleaned carbs ( checked float height and air screws )
2: Rebuilt fuel pump
3: New fuel filter
4: New Plugs
5: Installed water fuel separator filter
6: New fuel ( Non Ethanol high octane + Startron )

I guess its not so much a surge, but more of a hesitation like its starving for fuel at WOT, primer bulb is fine and had my son squeeze the bulb at WOT with no change....
