2001 Johnson 2hp head torque values please

I have a J2RTVSIA (hong kong OMC 2hp "commercial"). I had to remove head to clean out water passages which were blocking the telltale. I got a new head gasket but the head bolts are NLA. I tried to reuse the original but I sheared 2 of them just trying to torque to 10ft lbs. They seem to be made of some weird alloy and sheared half way along. I was going to attempt a second cycle of getting them to 20ft lbs having read that this is a common torque setting for outboard head bolts but that is obviously not an option.

Can anyone tell me what the recommended head torque value actually is for this motor? It's a very simple motor and would prefer not to have to buy a manual just to find this out.

Also should i just replace with high tensile bolts? I have read that some head bolts are manufactured to stretch a certain amount and shouldn't be reused. I feel that this is less likely for this little Chinese made outboard than the materials just being poor quality.
