2001 Honda 130 four stroke 65 hours

I'm guessing this means it hasn't been ran in 15 years. I would first make sure is rotates freely, by removing the top timing cover and rotate the crank by hand, clockwise with a 19mm socket and ratchet, you are checking for stuck rings and frozen pistons. If it turns free for several cycles, then proceed to make sure any old fuel is drained, oil and filter changed, refuel and see if it'll crank up. I would also pull the thermostat to make sure its not seized up, removed the plugs and pre lube the cylinders with a couple squirts of WD-40 before trying to run it. Just take your time and go slow.
 
As trx125 says, and there is a very high chance the valves will be seized in their guides, some in the open position. Because this is an "interference" engine, rotate the crankshaft "very" slowly by hand to avoid valves being bent by pistons hitting them. After running it a while, a compression test should give an indication of an problems e.g. rusted cylinder bore or leaking valves.
