2001 Evinrude 115 fitch RPM

Is the 01 Evinrude 115 Rev lim

Is the 01 Evinrude 115 Rev limited to 5500 rpm or so?I have a prop thats too small 15X15 but am only getting 5500 rpm @ WOT at 32 mph

my 2000 ficht book says 55-6000 w/rpm limit of 6500.
